About MPLADS

  • Members of Parliament Local Area Development Scheme (MPLADS) enables MPs to recommend development works.

  • Objective: Creation of durable community assets.

  • Funds are released by the Union Government and implemented through district authorities.

  • MPs only recommend works; they do not execute them.

Nature of Out-of-State Works

  • Installation of LED street lights.

  • Road construction.

  • Protective structures.

  • Footpaths and pedestrian pathways.

Many such works were concentrated in select districts like Agra, Pilibhit, Shahjahanpur.

Institutional and Governance Issues

(a) Concentration of Discretion

  • Only a small number of MPs used out-of-area provisions.

  • Raises concerns about discretionary allocation patterns.

(b) Equity Concerns

  • Some MPs from lower per capita income States allocated funds to Uttar Pradesh instead of their own States.

  • Example: States like Jammu & Kashmir received very low MPLADS share despite MPs being strongly associated with them.

(c) Transparency and Accountability

  • MPLADS is meant for local development.

  • Out-of-State allocations may dilute the “local area” objective.

  • Data transparency through dashboards allows public scrutiny.
