Context : Delays in Jal Jeevan Mission Due to Increased Demand and Groundwater Limits

  • Reason for Delay:
    Union Jal Shakti Minister C.R. Patil stated that delays in the Jal Jeevan Mission (JJM) are due to:

    • Addition of 4 crore more households requiring piped water.

    • Realisation that groundwater alone is insufficient, prompting reliance on surface water sources, which require more infrastructure.

    • Contractor errors in execution.

  • Progress & Financials:

    • As of March 2024, 80% (15.6 crore households) have been covered.

    • Total expenditure since 2019: ₹3.6 lakh crore.

    • Noted underutilisation of funds: nearly ₹50,000 crore remained unspent in 2024–25.


Jal Jeevan Mission – (Launched: August 15, 2019)

  • Aim:
    Provide Functional Household Tap Connections (FHTCs) to every rural household by delivering 55 litres per capita per day (lpcd) of potable water.

  • Standards:
    Water must meet BIS:10500 quality standards.

  • Implementing Ministry:
    Ministry of Jal Shakti

  • Core Components:

    • Village Action Plans based on community participation

    • Source sustainability (groundwater/surface water)

    • Greywater management

    • Monitoring via IoT and sensor-based systems

    • Water Quality Testing through Field Testing Kits (FTKs)

  • Recent Update:
    The timeline extended to 2028 (as per Union Budget 2024) with enhanced financial outlay due to increased coverage needs.
