EVMs to Carry Colour Photos of Candidates – New EC Guidelines

The Election Commission (EC) has revised guidelines for Electronic Voting Machine (EVM) ballot papers under Rule 49B of the Conduct of Elections Rules, 1961.

The changes will be implemented beginning with the Bihar Assembly elections.
Key Features of the Revised Norms

Colour Photographs of Candidates

Candidate photographs on ballot papers will now be in colour.

Candidate’s face will occupy ¾ of the photo space for better visibility..

If a candidate provides only a black-and-white photo, that will be used.

Serial Numbers

Printed in the international form of Indian numerals (1, 2, 3 …).

Ballot Paper Specifications

For Assembly elections: pink-coloured paper with specified RGB values.

Maximum of 15 candidates per sheet; NOTA placed after the last candidate.

If total candidates + NOTA are fewer than 16, the space below remains blank.

Printing Norms

To be carried out preferably at government/semi-government presses.

Private presses may be used only if required capacity is not available, with strict safety provisions.
