Cook Islands Aid Controversy

  • NZ suspended millions in aid to the Cook Islands due to concerns over the latter’s growing ties with China.

  • Cook Islands PM Mark Brown condemned NZ's decision, calling it "patronising" and inconsistent with the spirit of equal partnership.

Cook Islands: 

  • The Cook Islands is a self-governing island country in Polynesia, part of Oceania, located in the South Pacific Ocean.

  • It comprises 15 islands with a total land area of 236.7 sq km, while its Exclusive Economic Zone (EEZ) spans 1.96 million sq km.

  • Capital: Avarua.

Historical Background:

  • The Cook Islands became a British protectorate in 1888, and were annexed by New Zealand in 1901.

  • In 1965, under United Nations supervision, the Cook Islands opted for self-governance in free association with New Zealand through a democratic referendum.


Political Status & Governance

  • The Cook Islands is in free association with New Zealand:

    • It is self-governing, with independent control over foreign affairs, defence policy, and customs.

    • Citizens of the Cook Islands are also New Zealand citizens, but not all New Zealand citizens are Cook Islands nationals.


Defence & Security

  • No standing armed forces.

  • Maritime security is maintained by the Cook Islands Police Service, which operates the Guardian Class Patrol Boat (CIPPB Te Kukupa II), donated by Australia.


International Relations

  • Active member of the Pacific Islands Forum and Pacific Community (since 1980).
